Pokemon themed birthday cake with an Ice Arceus. Tried to create something like an ice-water whirlpool (with whipping cream). The Pokemon cut out made by my daughter.

I was searching for a pokemon arceus cake for my son and saw this! I'm not a Baker, but I have to do the cake because of food allergies. Can you tell me how to get a topper like this? I've searched and searched with no luck. Do you mind sharing how you made and colored the icing? If it's a trade secret or something, I understand. I would much rather buy a cool cake from an actual professional, but that's not an option in my area. So, I'm trying to learn for the kids!
