I am making a need cake.  I can’t decide which would look better a 6 inch on a 9 inch or a 6 inch on a 8 inch.  Also, if I stack them 3 - 2” cake so 6 inch high do I need to dowel the cakes or will it be stable without support?

I have stacked two & three 8” x 3” cakes, and I dowel. You should always dowel stacked cakes, no matter the size. And a 6”  would work well on either a 8” or 9” base. Just depends how much room you want around the base of the cake. If you’re adding any embellishments or trim around the cake.

Jchuck just about covered it!  All stacked cakes need to be doweled and the size of the tiers depends upon how many servings you need and what look you wish to achieve.  A six inch tier would look well on either an 8" or a 9" tier, not much different, really.
