ASnoopy is a copyrighted character, so you'll need to request permission from the copyright owner (go to www.peanuts.com and click the Contact Us link at the bottom) before you can legally recreate Snoopy on the cake. If they do not grant permission you'll need to buy a licensed figurine instead.

AIf the cake will not be sold, transferred, or displayed publicly you do not need permission.

I would sculpt house out of RKT and then cover RI or Choc melts then fondant.
