It looks like it was piped to me. The lines look rounded and puffy, which is what makes me think the icing was piped rather than stenciled.

I don't know which one this might be, but there are also scroll work impression pieces that you can mark your buttercream or fondant with to provide a guide to pipe over (or also just to help layout a design in which you can deviate your own freehand from). Even when you use stencils, you can overripe (or brush embroidery) the design to create some depth.


Look at the pattern locator section of the Wilton website. There are many scroll patterns to download for free. You can print them onto baking parchment, then you use a tool to outline onto the cake through the paper. Then you either pipe or roll fondant til the cows come home...I would pipe scrolls as they are much finer, and you can build up some contours using different pressure.
