Help Identifying Mystery Cookie Cutter

Greetings!
Long-time lurker here -- so inspired by all the great cookie ideas.
Anyway, I picked up this cookie cutter at the Salvation Army (couldn't pass it up for only a buck) and was wondering if anyone knew what it was. My friends and I had a couple ideas, but I'm hoping someone recognizes it. I haven't seen it at any of the cake supply shops around here.

It is a bird.
Look at the first image you took and imagine you are looking down from above and slightly behind.
Wings on either side, head in the middle and tail behind and bird flying to the left.
I showed it to my family and without hesitation each member said it was a bird on the wing, flying very high and seen from above.
but defintely looks like a bird!

Ballet dancer and fairy (both with very long legs, I guess) have been mentioned in my circles. For the top right version, one friend suggested a moose head on the wall. It definitely inspires some creative ideas.
I'm not seeing the fairy's head, maybe a dragonfly?

my first thought was mud flap girl but it doesn't have the bent knees, so girl lying in repose - maybe mermaid.
My other guess is humming bird with furled tounge.
This cookie cutter is a geographical location, such as a state, or a country, a contanent, possible even an individual county or parish within a state. I actually have a set of California cookie cutters with all the counties. Shouldn't be too hard to figure out.

I thought it kind of looked like a pin-up girl posing, like laying/sitting up facing you? Like how it is in the first image.
Ok, after mud flap girl this was actually my second thought (not mermaid) but then I thought - who is making pin up girl cookie cutters and where would you even buy one? Mermaid seemed much more plausible. 
But that is totally what it looks like to me too.
Check out this site, http://geology.com/state-map/, you should be able to click on each state to see a detailed shape of the state outline and of each county/parish. Also look for diffenent countries. I really suck at geograhpy so I have no idea which state it could be, but allowing for expansion of the dough as it cooks, I would say florida would be a good one to start with.

Looks to me like a moose head with out antlers ( top right) looks like his head is on the wall or some thing.....lol just another of many great possibilties!!! looks like you can use this as so many cutters all in one!!! WOW just think 5 or more shapes all for $1 !!! WOW you go girl!

Amazing how we all see things so differently.
To me, it could not be anything but a bird and I see this idea has a few other takers, too.
