Mini Cake Size

I am wondering if someone can tell me how big mini cakes are supposed to be. I want to do round, 2 tiers mini cakes but I am unsure what size to use. Thanks.

For me ...
small cake = 5 or 6 inch cake
borderline = 4 inch
mini = 2 or 3 inch
