That saying only somewhat holds true for liquid measurements.
Since you are making cream cheese icing, scientific accuracy isn't really necessary, you can get away with using 16 ounces of cream cheese, or two packages if you buy them in the little 8 ounce bricks from the grocery store.

If you look on the package of cream cheese, it should give you a serving size, such as "1 servings = 1 Tbsp; 16 servings per package". It's a simple matter of just doing the math to convert it.

I found a website that indicates that 1/3 cup of Philadelphia Cream cheese weighs 3 ounces, so 1 cup would weigh 9 ounces, 1 and 2/3 rds cups would weigh 15 ounces.

I imagine that other brands of cream cheese may be different because it would depend on the fat, air, and water in it.
