Glow In The Dark Food Coloring? For Niece's Graduation Cake

Hello!
Does anyone have any thoughts on how to make a cake glow in the dark? I am going to do a really amazing cake for my niece's hs graduation, and they want the cake to glow.
Fiber optic lights on top, glow sticks surrounding it, possibly glow in the dark ribbons as accents ... but I really want an edible glow ... ideas would be very much appreciated! Thanks!
Tonic water that you buy in the grocery store has quinine in it. I saw it on a cake challenge on TLC or Food Network. There are also some directions here on cake central. Something about making up some clear gelatin on the stove and adding it (the tonic water) to thin it out so it can be placed in a piping bag with a tip. You might try a search in the forums. It's been a while since I saw that information.
