What about a round cake that is covered in fondant and has different colored fondant stars all over it and on the top you could decorate three small star cookies and stick them with a very small rod or wire and stick them into the cake. And them put a very pretty ribbon surrounding the star cookies on top of the cake.
I did this cake for my niece (12 years old) and she loved it. You could improvise with stars instead of balls!

juliep, i am pretty sure that the stars would be fondant or gumpaste left to harden.. it looks like they have used wooden skewers as the stem part...
