How To Make "texturized" Royal Icing?

...pretty much like the "OATMEAL ICING TEXTURE" used for the teddy bears in http://www.rollingpinproductions.com, they have this fuzzy look to them.

i don't think it's the same "oatmeal icing" but a lighter blue sponged on to the darker blue to create a fuzzy effect?

Yes, I'd say that gel colour is sponged onto ordinary (flat) iced cookies to achieve a textured look. Those are great looking cookies!

I think it's ordinary royal icing with a damp sponge dabbed on - this would explain why the raised areas are slightly lighter - water makes royal icing with colour in fade slightly.
