You can't mix luster dust with lemon "flavoring"--I assume you mean extract--to color fondant BEFORE making the roses. You need to make the roses and THEN color them gold.
You can start out with a gold-ish colored fondant--made by kneading in Americolor Gold gel coloring or by mixing a bit of yellow & brown gel/paste coloring. Once you've made the roses, you can either dry dust them with gold luster dust or you can paint them with gold luster dust mixed with lemon EXTRACT. Using the extract will make the paint less likely to smear or rub off.
