Make a simple swiss or italian meringue and blow-torch it.

Vgcea,

Do you know by the picture if they used a marshmellow frosting? Also if i use swiss m, do i use a open circle tip to get this look? Thanks in advance!

In order to get a large mound of buttercream on my cupcakes, I always use a large round piping tip. I really like Ateco's piping tips.

Have you considered that it might just be a meringue, like on lemon meringue pie?

It's not a frosting but a simple meringue that's been blow torched. Any large round tip should give you similar results.
