clear fishing line tied to two dowels. fondant balls added to the dowels, fondant flags added to the fishing line.
I would cut diamond shapes and fold in half, leaving the fishing line in the middle fold. Or, cut two triangles and sandwich the fishing line in between.
(It's better with a diamond shape I think)

Personally, I wouldn't... even though the line isn't directly touching the cake, you never know whether someone might think it's fun to eat the flags straight from the line after the cake's been cut... and that wouldn't be hygienic at all!!!

I use bamboo skewers for the posts. Dowels are a bit thick.
I cut a slit in the top and tie the string or thin thin ribbon through there. I like to poke two small holes in the flags of the bunting with a small roung piping tip and thread them on once they are dry. I made a cake exactly like this with this type of line of flags. I used dental floss for my "string" - clean enough for the mouth so food safe in my opinion!
I tried what the one poster suggested with the diamond shape and bending it over the floss and it didn't work. They cracked and fell off even when I tried to put them on when my fondant was fairly soft and pliable. What worked for me was cutting two flags and gluing them together. I just made sure the floss was nice and taunt before I started attaching them and I kept the floss very close to the top of the flag. I did get some sag on the floss when they were all on there so I made the supports taller than I really needed to make sure they didn't sag onto my cake when all attached. The flags stayed on perfectly during transport and it was a hot day with an outside party and they never fell off.
