I guess it would depend on how big are the cookies and how detailed do you want to do them?

Do you have any idea what cutters you are planning to use? Halloween or fall type or ??

Cookies take a long time to decorate.

I used to sell decorated gingerbread cookies at $10.00 a decorated pound...

but that was a while ago...but it's a jumping off point.

Find out what the local supermarket gets a dozen or the local bakery. That will give you a starting point.

I don't think you can do cookies as cheap as those guys can. They aren't really your competition at garage sales anyway. It's all about the impulse buy in this case, LOL. : )

Are you thinking just a simple round cookie with some icing?

or say for example you want to do pumpkin cookies with a green stem and orange icing. Maybe pipe a few details...but nothing that takes too long.

If I made these I might put them on a stick and wrap them individually and charge $1.50 each. (depending on how big the cookie was) You could even just use saran wrap, that would be cheap, with a little curly ribbon at the bottom.

cover a piece of styrofoam with fanci foil and insert the cookies into it, if you're going to put it on a stick...or a pretty basket if you're just going to put in cello bags.

i wouldnt make too many, people going to garage sales are looking for cheap....cheap....cheap..... prices for everything. although it would be a great way to get your name out to people in your area that you decorate cakes and cookies.
good luck and tell us how it turns out

I think this is a great idea!!! If its in a flea market, people go looking for all types of things. I have seen many flea markets that have baking tables set up. Its a great impulse buy for those parents shopping with kids, keeps them quiet while mom shops!! (trust me....I'd buy them for $5.00 if it worked!!!)

Good Luck!!!

I was at Von's (grocery store) just now and saw decorated ghost cookies about the size of my hand, they were 3.99-they were just white with black eyes & mouth, very simple.

There is a guy here in East Texas that charges $7.99 a dozen for sugar cookies. Don't know if they are shaped and decorated or just round with sugar.

Yup ..I saw in the 7-11 this morning ..they had a stand by all the bakery goods with decorated Sugar cookies with royal icing on it like Sponge Bob and Carebears. They were about 3" x 3" and they wanted $2.99 Candian for them!! I wouldn't charge any less than $2.50...Cookies are very time consuming to make!!!

Just a suggestion:
Why don't you make regular cookies/brownies/pretzle rods instead? They are a lot less time consuming and good sellers. Besides, like someone mentioned, most people go to garage sales/flea markets to find really cheap deals. I'm not so sure if you were charging $2-$2.50 per iced cookie (that's how much I would charge for all of that work, unless they were very simply iced with no detail whatsoever) that they would sell all that well at such a place. But, the others priced at $1-$1.50 each would definitely sell as an impulse buy. You can make more and sell more, more cost- and time-effectively.
