Can the recipe for royal icing for decorated cookies be used as royal icing for flowers, do you think? Here's the link to the recipe:

Yes..I suppose it can but the consistency has to be perfect.If you add too much water your roses will appear like they are melting.Try it!!

Besides the cream of tartar, it almost resembles a double batch of royal icing from the wilton site.

cream of tartar just cuts the sweetness. we used to use lemon juice way back when.

That recipe looks fine to me. If the consistency isn't stiff enough simply add more sugar until you get the correct consistency. I have never known two batches of icing take the same amount of sugar it really does vary
