You would use edible glitter, which is very hard to find. Most of the glitters for cake decorating are classed as non-toxic, so if you use that you would need to advise your customer that it shouldn't be eaten. 

 

If that worries you, you could get a similar effect with a light brushing of luster dust in a pearl colour, brushed on dry. Won't sparkle as much though.

I would use a fine sanding sugar.
