How do you make the front of the top tier? Like the castle effect? If that is what it is? I've never watched it before so i dont know if it's like suppose to represent ice or a castle. Either way I would like to know how to make that. Please help!

They look like formed panels to me, made out of candy melts or white chocolate. I could be wrong, maybe some one else will pipe in.

 

Beautiful cake though!

So, I think that it is supposed to represent the ice castle. I agree with the pp about being while chocolate. The other option could be gum paste, or a fondant/gum paste mix. Look like 2 layers (light blue behind white)

It might just be fondant cut outs, found these.

I enlarged the picture to the fullest. It looks like fondant(add some tylose or just gumpaste) and they are cut outs. blue and white glued together.

Yes, what enga and icer101 said.  It should be rather simple to cut 'slabs' of fondant (strengthen w/Tylose maybe) in to shapes.  Cut both a set of blue ones and white ones then glue the two together.
