AIt's really hard to explain in detail how to do it without showing step by step pictures, but that is a gumpaste poppy flower. Try to search on this site and google for "gumpaste poppy tutorial" and I think you'll find a few websites to be helpful! :)

Edit- Also, those petals are cupped more then normally. So just get an egg carton, egg crate foam, or the wilton flower formers and you can cup them whatever way you want before they dry.

To me, it looks more line open peony type of flower (fantasy version).  I found a tutorial for one similar to this http://forum.deleukstetaarten.nl/viewtopic.php?id=146717

AThe way the center pistil is made is the same way the centers for poppy flowers are made. And it doesn't have has many petals as a peony. They are assembled the same way though, so either one will give you a pretty close match to the picture. It's all about how you frill the edges of the petals really.
