not sure but looks like black cotton candy -- the only thing that wispy that is food and you would need to make it yourself--spun sugar-- cause no one sells it that colour-- or can you spray it with black spray--like chocolate spray for chocolate sculptures? Just my guess from looking at photo--Or it is doll wig attached ( I have made porcelain baby dolls before)-- dyed mohair was used for fairies --but that's not food.

The hair in the sample image may not even be edible..... depending on the original artist, they may have used wig hair - or even real hair.
That's when it gets difficult to replicate when we're trying to stay 100% food grade & edible.
Something very similar can be done with isomalt tinted black and pulled with a metal rake - but pulling sugar is not something everybody wants to get into.

AAck! That reminds me of a cake recently floating around that was a doll, and wrapped up in blankets and dressed, and the decorator claimed it was all fondant work, but real doll and hair. It was so painfully obvious that the blankets and clothes were real too. It was like..ok, so where is the cake then, cause that's a plastic doll, real fabric clothes, a crocheted blankie...it was bizarre!

Apparently if you make MMF out of colored mini marshmallows, it makes a nice flesh colored fondant. I haven't tried it yet.

Hair (or blanket fuzz)on my cake- that's NASTY! They would have to accept a bald headed baby from me...
