To me it looks like coloured sugar, sugar crystals.   They seem to be larger pieces at the bottom tier and smaller at the top tier.

I saw the larger pearls to.   And the sugar seems finer as it goes up the tiers.    I haven't seem sugar that colour, but I'm sure it exists somewhere.

Good luck making the cake, I like it, it's very pretty!

The bigger white pearls look like dragees.

AI can't get a great close-up, but it looks like those simple silver sprinkles from the grocery store (Wilton I believe), the ones that aren't round but little rectangles. They all seem to be the same size just less as it goes up and large silver Dragees.

I was literally saying all I see is tiny dragees graduating up to the gigantic ones. I don't see the other stuff others are talking about, but that doesn't mean it's not there.

It may have been sprayed in gold, or some other color, after they made the lines and if they did, the biggest dragees were added after.

If that's the best picture you have of that cake, you're never going to know what was actually on there and it would probably make sense to just work up a plan to make your cake look the way that cake looks to you in your head. Does that makes sense? Haha :-D

If that's a picture the customer sent you, then ask for a link to the original picture they saw. You need to see what the customer has in mind. They think you can see what they did from this tiny picture and you can't .

I do like the gelatin.  Their neat.

Even with the larger picture, I still can't tell what it is.

All I see are two sizes of silver dragees and silver sanding sugar.

yes, this. No gelatin at all. The silver is the last one listed here: http://www.wilton.com/store/site/product.cfm?id=8875D420-1E0B-C910-EAEE0F9BF972654A&killnav=1
