How Do I Put These Ruffles On A Cake

I would like to know how are these ruffles put on a cake. I am thinking it's just gathered together and wrapped on the fondant cake.  Do I put water on the cake so it will stick?  These ruffles look like they will

be heavy.  Suggestions please.

AMake them out of gum paste so you can have a very thin layer. A lil bit of water on the cake (or edible glue), put the black first, then the pink and wrap everything with the black ribbon

Ok great.  I didn't think about using gumpaste, but I will thanks.

AOr you could use 50/50 gumpaste and fondant mixture so the ruffles won't get rock hard and can be cut with a knife when serving the cake ;)

Oh okay.  Sounds good.  How could I forget about cutting the cake. LOL
