Tips For This Cake Please!

My daughters both have birthdays coming up and we're doing a joint pirate and mermaid party.  I'd love to make them a cake like this, but would really appreciate a few tips!  I've done some basic fondant cakes before, but I'm not sure whether fondant by itself would hold for the waves?

 

This cake looks to be 4 tiers and I'd probably only do 3, but can I just stack the cakes up, or would I need dowels?

Wilton fondant would hold, but I would do  a 50/50 gum paste fondant mix, or add tylose to your fondant.  you can let them dry on the wax paper wrapped cake pans so they will fit nicely around it.  Yes you will need to dowel (or sps support) your tiers. cute cake!
