AZiggity zaggity, can't be much easier than that. Paint your lighter color first.

Got it, light color first.  Should I paint it on while the fondant is flat before I put it on the cake or cover the cake first?

ACover the cake first. Otherwise the design with stretch. Plus, if you would have to redo the fondant (tear or hole or something else) you would have to use all new fondant as rerolling painted fondant would color the fondant batch.
