Hi Ladies, I have a request for a wedding cake for 100 ppl, they've stated their budget is only 150.00. At first I was going to turn them away then I thought about doing to 1/2 sheets. Then my most recent thought is to do an 18 inch one layer cake with some minimal decorations such as rosettes. I know an 18 inch cake will feed approximately 115 people. Do you think 150.00 is a good price?

Search on "how to price cakes", you'll get loads of answers to that same question. You're cake is worth as much as you think your time, ingredients, effort, utilities, taxes, etc. are worth. Calculate ALL your expenses, then price it out. What works in one area may not work in another.

No, an 18" one layer serves only 63.5 (double layer serves 127) and it will look horribly short and squatty.  An 18" is so huge it looks best 6" tall (254 servings).  I'd go with sheet cakes.
