You'll need a scanner with a high resolution, otherwise when you blow it up, it'll be grainy. Actually it may still be grainy depending on how big you're blowing it up to. But go to a photo/copier place and have them scan your license in high resolution, they can usually put it onto a CD for you. A bonus of using a photo/copier place is that they can generally scan at much higher resolutions than a home scanner can.

From Googling those types of cakes though, it looks like all you need is their photo and then just recreate the info based on whatever your state license looks like. It's just a picture,a graphic, and some text right?

Did you try google images for a license in your state?

The only problem I have is changing the text. Like changing it from my name to the customers name.

If you're not familiar with a basic graphic program like Paint, it's easier to do it from scratch instead of overlaying new text.

The color you overlay on top of the text must match the background exactly or it will look weird when you put the new text on and print it out. Depending on the complexity of the background you're matching (pattern versus just a solid white), you'll need to do photo retouching to get it just right.

For just font matching, it shouldn't be too hard to find one that matches. You just have to play with it until you're satisfied.

Edit: Oh, and by the way, you can't just type new text to change the letters in a picture, you have to erase the old text, then insert new text via a graphics program.
