Cake Doesn't Get Brown From Top -

cake doesn't get brown from top . I tried in middle rank but it doesn't work then later after some days i tried on the top rank even then it doesnt work. I preheated

the oven well. the top layer never browns plus it becomes bubbles at the top PFA
