Question About The Cake Central "gourmet Flavors" Recipes

When a recipe calls for coffee creamer does it mean liquid or powder? Is it the understanding that unless liquid is called out, it is a powder? I've listed the link to the recipes below. Thanks!

I've made several of Macsmom's recipes, and the creamer is used in place of water in the basic WASC recipe, so it needs to be liquid. I'm guessing the powdered might work if you dissolve it in water, but I've always just used the liquid.
