How Do I Make Fake Icing (Has To Be Non-Edible And Can't Use Ri)

I need to make icing for a dummy cake that is non-edible. I cannot use Royal Icing.
I'm looking for something that will give an end result that looks like fondant.
Does anyone have a recipe for something I can use???????
The only thing that looks like fondant is fondant. Why does it have to be non-edible? Edible stuff does dry rock hard and last for a long while.
AAir dry clay or crayola model magic will work very similar to fondant. Both will shrink as they dry fair warning there is also a recipe for faux frosting I came across somewhere for fake cupcakes on instructables using lightweight spackle
our city's restrictions does not allow my business to use "edible" products. I then go into a completely different category filled with so many restrictions.
you can get a product called "perma ice".... it is fake icing....dries hard, can be used to decorate with and be washed too....
I knew about that but it is so expensive, I just wondered if there was a cheaper way by making something similar.
I've used Perma-Ice and its a good product. A little goes a looooooong way. However - and this is important - do NOT for any reason wash your bowl and urtensils in your sink. Take towels or newspaper and wipe out/off every bit of the PermaIce from everything and throw that away. Any Perma-Ice flecks will remain in your drain pipes for years. Ask me how I know.
