HELP!!! pastry flour vs. cake flour

I am baking about 2000 cupcakes (both red velvet and lemon) for a winter festival next weekend.
Question: Is high ratio pastry flour interchangeable with cake flour?

Use what the recipe specifies. Each flour has different amounts of protein. Which means different amounts of gluten.
