Beginner General Question

This will be the 6th cake I've ever made. A Halloween Birthday Cake for my cousins daughters 8th birthday. I've been searching the internet for lots of ideas. 2 of the cakes I've done were 2 tiered. I've got that part down. I don't know whether to make a small 2 tier cake for her or a larger normal round one. It's for 20 or so little girls. I really like the ideas on the tiered ones better. But think like an 8 and 6 or 10 and 6 is too big for those girls. Has anyone done a 4 inch in top? If so what size bottom would you recommend?

One more question, I want to make little figure pumpkins. What do you suggest I use? I have that Wiltons decorating dough. But would fondant be just as good? How long would they need to set out and dry?

Should be 20 servings. Though my servings are bigger than standard but 20 would be standard for this x x
