I would use gumpaste. 

You can hand paint the tag with paste coloring. All you have to do is print out a picture of a tag from the internet. Be sure you print a mirror image of it. You will have to trace that image in pencil on parchment paper. (It will be backwards when you trace it.) Flip the pencil side down on your gumpaste then trace over it with a sharp pencil. This will transfer the image to the gumpaste. Then you just fill it in with food coloring. Be sure you have good brushes! Don't use cheap ones!
