Design on buttercream?

Hi guys! I'm still a bit new to the forum and baking, that's why I love it here because everyone helps me with my questions. My cousin text me a cake she wants me to make. I'm thinking of using buttercream instead of fondant because I still find it kinda hard to deal with. What will you recommend or how will you do this cake. My concern is the details that the each layer has. It there any way I can do them on the buttercream? Also can you help me in how much should I charge for it?

The top tier design is made using cutters like these.

You can cut out these designs and place them onto a buttercream covered cake.

 

The bottom tier is just also a simple quilting effect with edible gems at each point.  Also can be done on Buttercream.  You could use a tool similar to this patchwork cutter to get the lines.

The top little crown will need to be done with ether fondant or gum paste or a combination of the two.  Lots of templates floating around on this site and the internet.
