Can anyone please tell me how to make or what is used to make the star shaped center of the peony is this picture?

You make a little ball of gumpaste and then pinch it with tweezers.

I'm not sure why you're making this flower but this picture isn't a very good reference. Peony centers don't look like that so it's more of a fantasy flower.
