How much would you charge for this cake? 8" & 10" 2 layer.  Rough average price plz? I told my that lady $200 without the board decoration. The cake board will be round and green fondant cover.

Zero dollars, unless you get the permission from Eric Carle Inc to do the cake.

Otherwise it's illegal for you to recreate someone's copyrighted artwork.

A few months ago I did request permission from them to make an Eric carle cake, so they will sometimes grant permission, but you need to get that first before you can ever take money for the cake.

Thanks for letting me know this.  How much you have to pay to get an permission?

In their case it was nothing.

I went to the official Eric Carle website, looked up the contact info on the page where they talk about copyright and requests, and sent them an email with the details of my request.
I got an email back about a week or so later, granting me a one time use to recreate his artwork for my cake.
In my case it was a Brown Bear cake topper and other animals from that book.

Not the cake, the character that is going on the cake.

So if I want to make a cake on Dora the explorer topic I need a permission? Or it's just certain characters?

If you are going to sell the cake, yes. And it's any character that is trademarked or copyrighted, plus logos etc.
