unlicensed bakers

So I need some professional advice. I have been doing cakes for family and friends for awhile and have not charged for them I want to take my hobby a little further and start charging for my cakes so I am in the process of getting my business license and cottage food license. Paperwork and a long process but it is in the works. I have just moved to a new area and decided that I didn't feel ethical in advertising until I was licensed so I have been waiting. Here is where the frustration comes in...I have a new friend/neighbor that has been decorating for awhile too and we have had fun talking about it but I recently saw a post on Facebook saying that she is taking orders so if anyone wants a cake from her. She is not licensed and has always said she is not interested in making money from cakes. But now she is advertising to or neighbors. I realize thus is more of a frustrated rant but any advice here?

The next time you talk to her you may want to casually bring up the topic of licensing (and liability insurance) by talking about what you have been doing for your own business, and how it's a pain but you're more comfortable following the rules and making sure you are protected from business liability. I bet she had a similar experience getting the licensing and insurance in place for her business, right?
