Which part the cat or the ruffles or both?

The ruffles are rose petals it looks like to me.

The other is sculpted and if you have never sculpted I might not attempt on a birthday for your daughter. However it can be made in advance so if you don't like it you can choose something else. However since you put ASAP in your title I'm guessing you don't have an advanced time to do this so I would find a professional to do the cake. Or pic a more simple idea.

AActually, the figurines are modeled, not sculpted.

The ruffles look like circles of gumpaste that have been frilled.

You know, there isn't a tutorial for every cake ever made.

There are a lot of tutorials. I have pasted the links to 2 of them

Do you belong to the website "My Cake School".  If so, she has a GREAT tutorial, but there's an annual fee to belong.

The task is to make individual rose petals by cutting the circle (petal) out of fondant, and then use a ball tool to frill the edges.  Once done, let it set for a few minutes to get a bit stiff, and apply onto your buttercream.

The petals take a bit of practice so try a few when you are relaxed and in the mood. It's easiest to frill them on a piece of soft foam since that has the necessary give to let the fondant stretch.  The foam is good but not mandatory

True its modeled i use the terms modeled/sculpted inter changeable. However Godots right on the lingo.

The reason I said rose petal is because you can tuck the pointy side under each other and it will give you a more rounded look vs having to hide part of the circle under the other..it will hide the cake more. That's of preference to you though. Plus it gives you a side to hold onto so less thumb prints. Like above just frill. Make sure you make enough in each color or it might be hard to rematch the color.

AI did give advice on how to do the petals. Easy-peasy. Really, all one needed to do was take a look at the cake and think about it a little.
