Help Please! Anyone Know How To Do This Striped Technique?!

ASo I was asked to make this cake for a baby shower this weekend. It's really pretty. If anyone would be so kind as to offer some insight, id really appreciate it! My questions go as follows!
1. The stripes. Are those plastique or fondant? HOw do I get them nice and clean on the top and bottom an dso perfectly straight. It almost looks like a collar over fondant. Do I do the wax paper method?
2. The client wants that exact blue. I'm having such a hard time getting that shade! Most blues (Wilton) have green undertones :( it needs to match her invite!
3. The bottom 2 cakes are 6" and 8" cakes right? Hoping that wil serve 34 just fine!
4. These are ivory fondant covered correct?
Sorry to be such a pain. Everyone is always so helpful here. I can't thank you all enough!!

This is the same concept. Just cut the wax paper the same height as the tier. http://jessicakesblog.blogspot.com/2011/07/maddies-fashion-birthday-cake.html
This might help, the color looks pretty similar , if it is too dull add tiny bit navy blue :)http://www.google.com/imgres?imgurl=http://d3w5aos35qel1w.cloudfront.net/store/images/site_images/610-710_m1.jpg&imgrefurl=http://www.wilton.com/store/site/product.cfm?sku%3D610-710&h=225&w=225&sz=8&tbnid=bZeYkJ2GgsjrSM:&tbnh=93&tbnw=93&zoom=1&usg=__sUVhkooj8erdcr-kmEoISapmNNQ=&docid=HFHEUkiVAEaR0M&sa=X&ei=Z5evUe-7EMSJyAHUiYDADA&ved=0CDsQ9QEwAQ&dur=141
ATake the her craftsy class. I did and learned tons and tons of cake tricks. To make what looks complicated so much easier.
If it was me, I would start with a very pale grey fondant and add just a smidge at a time of midnight blue coloring. The midnight doesn't seem to have the green in the coloring and stays more to the greys.
Thank you all :) I watched Jessica and she is phenomenal! Unfortunately, I didn't have time to make the striped with modeling chocolate. This cake was an absolute nightmare to make! I tried cutting strips of fondant with a four wheeled biscotti cutter. Though it would work out well. All I can say is, unless you are extremely skilled, working with vertical stripes on a cake is very challenging! Im glad that I tried, but this cake kicked my butt! Even after settling it overnight, the cake buckled and the stripes buckled somewhat with it. The shoes and the blocks were a lot of fun to make though :)
Thanks again for everything. What a great forum. My apologies for responding so late. <3
Also, as far as the waxed paper transfer, for some reason, the stripes seemed to go upward after the first few were straight. Does that even make sense? Perhaps it was my cake that was the problem... as far as the blue goes.. I ended up using a navy blue gel and then added a drop of red to cut the green. Thank you slun4ogledka! Color came out fantastic. I had tried the sky blue and the wilton cornflower to no avail. Green was constantly showing up! Great trick with the red, I highly recommend it when trying to get a perfect blue shade!
AI used Jessicakes tutorial for my chevron cake in my avatar .. worked well but man, it was a pain! I have no desire to do another one anytime soon!!
AWow, yours came out beautiful! Did you use modeling chocolate for the chevron? She makes it look so easy! I love her razor blade tip though!

I used fondant and just rolled it really thin, her technique saved me a lot of time and tears!
Did you use Americolor royal blue for your food coloring? I have a baby shower cake in a couple weeks and really like the blue on the cake you posted!
