My first guess is that it is a candy mold.  If not then forming first the cake ball, the forming the top.  After chilling them, glue the top & bottom together with chocolate.  After they dry, cover with chocolate.  

 

By the way, the torso looks like you could first form a square, squeezing in a bit to form the waist,  then the top portion as if forming a heart,  Just totally guessing.

AI would agree with auntginn. Make two separate parts and stick them together with chocolate. Also if you check out Disney princess cake pops via YouTube there's another real cute option & tutorial by 'My Cupcake Addiction'
