I imagine it's one long squeeze from an open piping bag or something, but i hven't been able to get it all the way to the edges.
any help?

there was a phone number on the post do you think they would tell you?
is it buttercreme? do you think they might have put a cookie cutter the size of the cupcake then added the frosting?
You might do something like a buttercream transfer. freeze buttercream the thickness you want then use a round cookie cutter to cut out the icing and put it on the cupcake.
I don't make cupcakes, but I can tell how this is done. You use a large round tip or maybe just a coupler, and put the tip straight up and down from your cupcake, nearly touching (or maybe even touching), and squeeze until it "floods" out to the edges. lift out gently and maybe smooth down with a warm spatula. Maybe?
When I do dots from a piping bag, just keep a bowl of water nearby. After you have piped a bunch of these, wet your finger and smooth out the point of the frosting. This would work the same way.
