Fondant Ruffle Rose Tier--How Best To Make One Like This...

What is the best way to make a tier like the second tier in this cake http://cakecentral.com/g/i/2960908/the-3rd-tier-is-inspired-by-sharon-wee-ruffles-tutorial/  by Vale_Ntina?  I have seen quite a few cakes with this type of ruffle rose tier where one rose seems to swirl into another. Mostly I am wondering about the best way to attach it to the tier. I assume roll a bit of fondant ribbon to make a center, attach with gum glue or similar, and then make long ribbons of fondant and go in circles outward attaching along the way with gum glue? Maybe do the roses around the tier and then add the swirls that connect them? Would anyone who has made this type of cake care to give me their tips/tricks? I have looked all over YouTube and maybe I am just not calling it the right name because I haven't come up with anything close.

You want the Sharon Wee tutorial. It isn't free, but it's inexpensive and i haven't seen anything similar anywhere else.
