Look at the Reply box at the bottom of the page. Start counting from the right. The 13th icon is "Insert picture" (the label shows when you hover your mouse over it) (the other icons have labels on hover too). Click on that. You will have a choice. If the picture is on your computer, choose the one that says Upload and browse your computer until you find the picture. If the picture is on a web page somewhere, copy the URL and paste it into the bottom box.  When you submit your post, the image will appear, or the page to link to. (I think you also have to choose the size, and I find that it doesn't matter too much - I think there's a maximum size that you can put in a post.)
