you could pipe it in a basket weave pattern
or you could press a texture mat against fondant to get the straw looking hat surface
or you could use a paring knife to make hatch marks on either buttercream or fondant to get that look
then when you color over it it will take on the appreance of straw

When I did this one:
I used a mat like this as an impression mat on the fondant:

The hardest part was getting the center of the fondant to center correctly on the cake.
