Royal Icing Decorating Question

So I am hoping to make ballerina cookies and would like to make the tutu stick out of the cookie a little bit. I have tried to make stars before with the star tip and I find that the shapes run together and look like big globs. I have tried to make thick royal icing and it seems to still run. Can anyone give me any advice on what I could be doing wrong or any tips to acheive this 3D type look?

why don't you do the tutu's in fondant. Roll it thin and pleat it on that part of the cookie, you can use balled up wax paper to keep the pleats up until it dries...I think that that would be adorable!

You could either use a petal tip for ruffles, or pipe wavy lines and use a damp paintbrush for the brush embroidery effect. Your RI needs to be medium consistency for both IMO. There are some pictures and tutorials on SweetAmbs website: https://www.sweetambs.com/news/easter-cookies/
