How To Make This Flower?

I really like this way of making a flower, but not too sure how to make it!  I'm guessing it's a circle and then kind of scrunching it together???   Can anyone help?

Looks like a strip that is wrapped in a circle and scrunched

Yeh could be, I did try doing a strip, but I couldn't get it to work well :(  i'll keep trying at it and hopefully eventually I'll crack it! lol ....... thanks :)

Ive tried doing flowers like this before i use a long strip and twist them together then use a tool to creative a thiiner texture the edges to make it look more realistic
