http://www.flickr.com/photos/elegantcakesaz/6873827578/  I hope this link works...but it shows an all rosette cake with little pink pearl accents placed in the center of each rosette.  Very cute...not too much!

How about a row of smaller jade rosettes (tip 14 or 16 or so) as a bottom border for each tier?

this might be over-kill on the jade, but how about this...

Ducky -- I like your dangling jewels topper idea. I suggest you turn your attention to the cake board. Perhaps two drums, the top one covered with white fondant, and the larger base drum covered in the green.

I also like the random jade rosette idea. It could even just be one single one on the entire cake.
