Hi I want to open a cake design store,how to start HELP!

Hi I do my cakes from my house and I would like to open a front store so is easy for people to go and see my design and also offered classes and sale decorating tools, etc. but I don't know how to start or what kind of permission or license I need, and where to buy the decorating tools so I can sell them at the store I live in Westchester, NY  please I need feed back how to start...

The best place to start is a business plan, the link below has some tips to start writing one:

A good business plan should tell you how much you will spend, how much estimated profit you will earn, who you should sell to, and how to reach them. Part of this involves contacting your county and/or state health dept to determine what licenses and inspections you will need.
