Hello i have a small cake business and have a request for this cake

i was just wondering if anyone could give me any ideas on tips on how to carve the teacup and the tail without using loads of cake layers?

You could use rice crispy treats. I would probably use cake for the teapot, though.

I agree with mcaulir - use cake for the teapot, perhaps modelling paste or gumpaste for the gold detail - spout, handle etc. finish with gold lustre dust, mixed with a little vodka.
