I don't think that's buttercream. It looks more like modeling chocolate.

Taartenmaker, I agree. I have made then before.
Make a couple shades of brown icing, medium consistency or a meringue, icing, and stripe a small bit of the light brown along the crease in your piping bag, then fill with the darker color.
Fit a 103 tip (tube, nozzle) to it with a coupler. Point the narrow side of the tip on the striped side of the bag.
You use your flower nail and parchment paper squares, and with a second bag of a thicker, plain brown icing, and a tip 12, make a very tall, fairly narrow pile of icing, wider at the bottom, similar to piped roses. Make up as many as you need, plus about 50% more, and freeze them on their paper.
Then, get one pile out at a time and make 4 small petals with your striped icing, leaving the tip of the pile sticking out, (similar to a piped rose, but don't make the center bud)
Then just pipe away, round and round, keeping your rows close together, and with light pressure, keeping each petal fairly small, and just barely overlapping.
Place directly on the cake using shears to lift it, or freeze again for later.
Just keep in mind it is a big brown rose, with many rows of small petals and a little round nub on top, rather than a bud.
They can be made in reverse, as well, starting at the bottom, just see which way you prefer. I would practice with un-tinted icing at first, until you get the feel of it, if you are not familiar with making roses.

As a know-it-all with a strong stubborn streak, who HATES to be wrong, you have no idea how much this pleases me :-D
And I love the effect, it is so elegant, yet country, and "down-home" Christmas-y, without being blatant. Very well done!
