Large Borders
When I want a large border I use a large star tip (open or closed, depends on the look you want) and make like a snail. Something like the bottom boarder on this cake.

Here is a swirl rosette. She is using a smaller star tip but if you want a bigger border you can use a 1m, 2D tip or 199 tip which will make bigger swirls.

It's a kinda curve. Tip on board pipe up and over down. Play with it and you'll see it's fairly easy.
I'm sure there is a link to Wilton or something showing this technique.
