Sorry for the delayed response, I'm just seeing this message! For most cupcake toppers you want them to dry so they will hold their shape when placed on the icing. Once dry, I package them like this for storage until ready for use. If you would like for them to be pliable like for the kind of toppers that completely cover the top of the cupcake without (or without much icing on top) icing, I would wait. Hope this helps!
